The Ministry of Municipal and Rural Affairs and Housing noted the great interest of the wise leadership – may God support it – to provide a suitable and sustainable housing environment for all workers in the Kingdom in accordance with approved quality and safety standards, and to improve the quality of life for them, noting that the approval of the document of the national program for the development of collective housing for individuals And his initiatives represent one of the most important aspects of the support and attention that this important segment of nation building receives.

The national program for the development of collective housing for individuals aims to achieve 7 strategic goals, which include raising awareness and spreading the culture of a healthy residential environment, upgrading the collective housing system and increasing its supply to match demand, developing licensing and control procedures, reducing overcrowding and crowding in collective housing inside and outside cities, and the governance of work between The authorities related to the development of collective housing, and the development of mechanisms for financing collective housing projects for individuals, in addition to providing an adequate supply of licensed real estate to raise the level of competition in the market.

The program – chaired by His Excellency the Minister of Municipal and Rural Affairs and Housing, Mr. Majid bin Abdullah Al-Hogail – achieved many achievements during the past year 2021, where 3176 properties were licensed as (collective housing), which exceeds the target number of 2143 properties, and housing for 547,463 residents was provided as energy. Accommodation of the licensed housing out of 450,000 residents as a target for the year 2021, in addition to increasing the number of private sector establishments eligible for licensing to 100 out of 60 targeted establishments for the year 2021. Licensed collective to 253 thousand workers out of a target of 172 thousand for the year 2021.

The program’s achievements included developing a model contract for collective housing to link it with a rental platform, raising the targeted land area by allocating for the creation of collective housing for 3.4 million square meters out of the target 2.1 million square meters, and limiting the number of establishments registered in the collective housing platform for individuals to 90,000 disclosed establishments, as well as Work to raise awareness of the owners of establishments of the importance of disclosing the locations of workers’ housing through the collective housing platform, and the registration of more than 800,000 workers on the platform. The awareness rate of the target groups was measured before the issuance of the guideline, and it was found that 75% of the participants had a medium awareness of health guidelines. and above.

The program includes representatives of 10 entities, namely (the Ministry of Interior, the Ministry of Health, Human Resources and Social Development, the Saudi Authority for Industrial Cities and Technology Zones, the Public Health Authority “Weqaya”, the Ministry of Industry and Mineral Resources, the Ministry of Commerce, the Special Cities and Economic Zones Authority, and the Royal Commission for Jubail and Yanbu ).

It is noteworthy that the program launched (22) approved initiatives to develop collective housing for individuals by organizing and developing the process of housing individuals in common units that take into account all health, security and regulatory requirements.

The Ministry of Municipal and Rural Affairs and Housing confirmed that the implementation of these initiatives contributed to increasing investment opportunities in collective housing lands for individuals, and increasing the proportion of collective housing that adhere to health, technical and safety requirements through the existence of a clear licensing mechanism, while facilitating the procedures for issuing licenses for collective housing for individuals by automating the licensing procedures. .
