Abolishing the requirement for the smoothing of activities to issue the commercial register

The draft commercial registry system included several controls to facilitate the procedures, including not requiring homogeneity in the activities practiced by the commercial establishment, and electronically submitting applications related to the commercial registry. The Ministry of Commerce called on specialists to provide their views on the system until April 25, noting that the draft system was based on monitoring challenges, obstacles, opportunities and areas of development in light of pioneering international experiences in cooperation with specialized international organizations, with the aim of organizing registration procedures in the commercial registry and facilitating the conduct of business. And achieving transparency and reliability, and in order to achieve its objectives, the draft system included a number of provisions, the most prominent of which is the creation of a central electronic database in which the names and data of beneficiaries of the provisions of the system are recorded, the terms of reference and procedures for commercial registration, and the identification of the persons and entities that must be registered in the commercial registry. The draft system came with provisions to facilitate the conduct of commercial business, the most prominent of which is not requiring homogeneity in the activities practiced by the commercial establishment, and electronic submission of requests related to the commercial register. In order to ensure the quality of information and data, the project introduced the annual verification requirement for data and documents registered in the commercial registry instead of the established practice of renewal of the registry. The project regulated the provisions for delisting from registration and the competences of the competent department in this to ensure that the project achieves its objectives. It also included specifying the powers and duties of the control personnel and determining the penalties that are imposed on the violator for violating the provisions of the system. The Ministry called on interested people and the public to participate and express opinions about the draft system on the form designated for that. The project format and the form for expressing opinions can be viewed through the unified electronic platform for public and government agencies’ opinions survey through the link: https://istitlaa.ncc.gov .sa / en / Trade / mci / CommercialRegister / Pages / default.aspx.
