Three programs for new work patterns have attracted more than one million Saudis to the labor market (flexible work program, self-employment, and remote work), and the three initiatives were able to provide more job opportunities, which, along with other programs and policies, contributed to reducing unemployment rates to 11.3%. By the end of the first half of this year, compared to 15.4% a year ago.
The Ministry of Human Resources and Social Development revealed that it had issued more than one million self-employment documents that allow Saudis to work freely. The self-employed person means the person who provides his services for his personal account by the hour or by the day, as an alternative to working on the basis of the regular salary with the employer, and the citizens of old age have the right (18-60) years of applying for a self-employment document through the electronic portal of the programs for a period of one year, subject to renewal.
The private sector benefits from this program by enhancing competition on the basis of the quality of services provided to it, reducing employee costs and benefiting from national cadres. As for the second program launched by the ministry and which proved successful, it is “remote work”, which attracted about 50,000 Saudis, 90% of whom are women. .
The flexible work program is one of the ministry’s initiatives to enable the Saudi job seeker and the employer to contract flexibly, where the wage is on an hourly basis. A worker works for a single employer for half the working hours at the facility, and according to the system, the worker on the flexible work contract is counted as one third of the worker in the Saudization percentages in the facilities incentive program to localize jobs (Nitaqat) provided that (168) working hours are completed, taking into account the regulations and decisions issued for the Nitaqat program . To employ workers in the flexible work system, the contract must be electronic and documented in the electronic portal specified by the Ministry.
